我们人对在上有权柄的都有我们个别的要求,如同学生对老师有要求,员工对老板有要求,人民对执政的有要求。在我们要求他们的时候,即便我们多么客观,我们还是以自己的角度或是利益出发。在这样不完美的运作里,圣经给信徒一个绝对的教导说:在上掌权的是上帝所命的。这样的教导不但是要求信徒顺服有权柄的,更是要给予信徒得以享用神权柄的秘诀。所以,一旦我们与在上有权威的达不到和谐,我们的心态与举动向他们发的种种怨气无法使我们做一个平安与有见识的人。相反的,我们反倒会被许多的恶念影响。如此,我们就不能用到神的权柄了。那么,很多人会从这个角度出发说有些在上有权柄的并没有好好的执政,没有带给权下的人公平的对待。从客观与主观的角度来看,这的确如此。但是,一旦我们将矛头指向掌权者,我们要知道我们同时在几样事实上有盲点。第一:我们忘了我们自己与在上掌权的都是罪人。所以,除了上帝以外,我们在人间找不到一个完美的掌权者;第二:纵然掌权的会犯上腐败或是徇私的错误,但神要借着他们的权威来保护神民,直到主定的时间在废除政权。为了神民与整体国度的复兴,神绝不会因人私人的意思废除在上掌权的。例如:残暴的巴比伦王不但掳掠了以色列,也同时掳掠了许多与神为敌的国家;希腊掌管了一个时代,但也带来了希腊文化与语文,以至希腊文成为了新约圣经被记载的语文;罗马帝国的庞大成为了福音能快速广传的管道。在这些邪恶的政权里,可能有些人会说很多无辜的圣民被杀,但有更多的人被拯救。可能有些人会认为这类政权的错误百出,但没有这样的政权却是会带来更糟的结果。英国前首相温斯顿说到:无政府主义是最糟糕的政治制度。事实上,这类的制度是将自有的权利全然交给罪人,因此那无法想象的结果就是强者欺压弱者,弱肉强食,人类根本不能得到保护生存下去。所以,神保护生命,发展福音,取得大众平衡,暗中施行公义的方法还是接着神所设定的政权来调谐各方面的平衡。在受那掌权者管制之下我们可能会看见有多得的,少得的;多有的,少有的;但人起码不会掉入全无的光景。因此,我们可说神还是安放祂的公义在权柄里。人若不愿受到在上有权柄的管辖,就是追寻一种没有制度的自由,任由自己的罪性泛滥,结果就是挪亚时代的“随意挑选”,或是巴别塔时代的“传扬自己的名”的光景,这些都是带来邪恶昌盛的时代,使末后的结果更邪恶。所以,在我们明白了以上的大原则之后,我们要认识如何得着在上权柄的保护与祝福,就是“顺服权柄”。这当然不在于妥协我们的信仰,如同但以理与三个朋友不妥协王的吩咐而做出敌对神的事。使徒们违背耶路撒冷的官府、长老与祭司,不肯停止传福音。但除此以外,我们若是确认与回想,都会发现平安的脚步是来自不与在上有权柄的对立,反倒以感谢主的心接纳他们的治理。因为最终神在上万事互相效力带领,使我们这顺服神的善良、纯全、可喜悦的旨意的人能得着政权之下的最大益处。
We have our respective demands towards the governing authorities; just as the students demand from teachers; employee towards employer; people also demand form the government. As we are demanding from them, no matter how objective we are, we still initiate from our own perspective or interest. In this imperfect functioning of things, Bible gives an absoute teaching to believers, “the governing authorities are instituted by God”. Not only does this teaching require believers to submit to the governing authorities, it also wants to give believers the secret to enjoy God’s authorities. Hence, when we are not in agreement with the authorities, the attitude and actions we have towards them out of our grievance disable us from becoming a peaceful and wise person. In contrary, we will be influenced by many evil thoughts and unable to use God’s authority. But many may argue that those who are governing are not doing a good job, not giving the fair treatment to those whom they govern. There is some truth to it both subjectively and objectively. But as we point the arrow at the governing authority, we too are blinded in certain truths. Firstly, we forget that the authorities are like us - we all are sinners. Hence, aside from God, we can find no perfect authorities in this world; secondly, although they may be corrupted or commit mistakes such as seeking personal gains, God wants to protect His people through their power, and demolish this governance in Lord’s fixed timing. For the sake of the restoration of God’s people and the entire kingdom, God will not demolish the governing authorities because of our personal desire. For example: not only did the brutal king of Babylon looted the entire Israel, he also took many nations that opposed God captives; the Greek reigned for an era, and brought its culture and language, and Greek became the written language of the New Testament; the great Rome became the channel through which the gospel was quickly spread. In all these evil governance, perhaps many may say a lot of innocent holy people of God were killed, but those who were saved were even more. Some feel that there were many mistakes made by such governing authorities, but without them, worse outcomes may ensue. Britain’s former Prime Minister Winston said, “Anarchism is the worst governance. In fact, such institution give the power of freedom to sinners, hence the unimaginable outcome is the strong oppressing the weak, the weak fall prey to the strong, and human are not protected. Hence, God protects lives, advances the gospel and strike a general balance. The method He adopts to exercise His righteousness is through the governance He establishes, balancing all aspects. Under the rule of the authority, we may see many who receives a lot, some who receive a little; the more and the less; but at least no one will fall into a void state. Hence, we can say that God still put His righteousness in authority. If one is unwilling to be managed by the authority, he is seeking a systemless freedom, and immerses in his sinful inclination. The end result is the “as one pleases” scenario in Noah’s era, or “make a name for ourselves” during the era of tower of Babel; these eras prospered the evil, more evil is the outcomes that they lead to. Hence, after knowing the big principle, we need to know how are we protected and blessed by the authority above, that is through “submitting to the authority”. This does not mean we compromise our faith, just like Daniel and his three friends did not yield to the king’s instruction or did things that opposed God. The disciples disobeyed the judges, elders and priests at Jerusalem and preached the gospel ceaselessly. Aside from these, we do need to confirm and reflect; only then can we discover the peaceful footsteps that come not from opposing the authority but a heat of thanksgiving towards the Lord as we accept their governance. Eventually, God leads by working all things for the good, so that we who submit to God’s good, pleasing and perfect will receive the greatest benefit.
